The Collapse of the 28-Article Ceasefire Plan for Ukraine: How Peace Negotiations Continue to Stumble

Europe breathed a deep collective sigh of relief on Monday, as the tension sparked by the announcement of a new comprehensive peace framework for resolving the conflict appeared – momentarily – to have been defused. A American diplomat spoke of "substantial progress" after Ukraine-US talks in Geneva. On Monday night, Moscow made its countermove: another massive barrage of aerial bombardment on Kyiv.

The Rhythm of Negotiation and Warfare

The chain of opposing developments captured the grim essence of the current period. By day, political struggles are conducted: optimistic declarations are released from different nations. Immense energy is expended on restraining specific proposals. By night, the Kremlin brutally reminds the world that, for them, military action persists as the primary tool for achieving "peace".

After-Dark Attacks

As the offensive unfolded into the early hours of Tuesday, the present situation of Ukraine's exposure was exposed. Ukraine is able to track projectile deployments from Russian territory, a ability afforded by timely intelligence. From witness perspectives, defense planes that had been dispatched to engage hostile aerial threats streaked across the sky – advanced fighter aircraft provided to Ukraine by NATO members.

Soon thereafter, Kyiv's missile defense activated: several firings deployed against a incoming threat. This was a advanced protection mechanism at work, probably delivered by partner states. Every deployment shakes the surroundings, causing tremors. The instant of fear quickly transforms into resigned acknowledgment: maybe the approaching threat won't strike its target this time, preventing destruction from ruin and additional electricity failures.

Ongoing Risks

Not long after, a large-caliber weapon opened up on a unmanned aircraft close by, part of a defensive team – almost certainly allied-provided weaponry. Regrettably, the projectiles didn't strike the hostile drone – it pressed on overhead toward its target.

Intermittently, this persisted until dawn. Kyiv greeted the early updates: seven people killed, damage and heating outages in multiple buildings as a result of the nocturnal offensive. As customarily, everyone still went about their day – enduring hostilities. But those 24 hours demonstrated Ukraine's critical military reliance on international aid – a need that European nations are demonstrably unable to fill in the short term.

Unsuccessful Negotiations

The detailed framework from US administration generated strong feelings, discussion and serious worry – and briefly redirected concern from Ukraine's largest corruption scandal in years. Yet, we have seen this script before, after previous diplomatic encounters and international summits.

Every new proposal from US leadership unfolds according to the identical sequence: a political offensive against Ukraine, which Kyiv, with allied governments, manages to fend off. They manage the tension but never actually achieve victory. This cycle will, no doubt, endure.

Tactical Assessments

It is easy to blame specific actors of repeatedly advocating Russian terms. But that does not seem to be the entire situation. Washington functions according to a principle well known to seasoned negotiators: you cannot win at the negotiating table what you have been unable to protect through force. The White House assumes that it is unfeasible to compel Moscow to relinquish the areas that it currently occupies in Ukraine's southern or eastern regions.

The problem is that while acknowledging this situation, American administration does little to deter Moscow, through words or deeds, from thinking that the situation will not evolve additionally in its favour in the near future.

Conflicting Perspectives

Therefore, the Kremlin is confident that duration works to their advantage – that Ukraine and its supporters are nearing depletion. Their motivation to agree to terms that does not give them the greatest potential benefit is close to zero. There may be many attempts to stop fighting, but they will continue as long as Russia's government remains completely certain in the result.

On the contrary, Kyiv believes that Ukraine can still persist, progressively conceding people and territory but avoiding a total frontline collapse until circumstances change in its benefit.

Present Conditions

Factually, there are no genuine requirements for a truce. Now, personal considerations are coming into play: political desires to broker a ceasefire and obtain worldwide acknowledgment, and Kyiv's dual difficulties – on one hand, not to estrange crucial supporters, and on the other, to unite the population around the national cause against any plan Kyiv finds unacceptable, so that their focus does not switch to homefront challenges. And although their task will now be much harder after current events, it remains highly unlikely that this will alter their fundamental strategy.

These conflicting dynamics are driving the talks.

Conclusion and Outlook

It took a mere seven days to terminate the suggested clauses of the current initiative. Assertive and inconsistent approach of the matter by US administration, resistance by Ukraine and the rest of Europe, along with pacifying measures of diplomats, and finally, recent disclosures, all did their job.

While new plans based on previous concepts are approaching, Kyiv, London and other Western governments should draw one fundamental conclusion: Ukraine and Europe will only be able to fend off political attacks from Washington that are founded on Moscow's terms and show specific hesitation to alter the situation, if they stand together and strengthen their defence capabilities at a considerably quicker tempo. If they do, neither external pressure nor military threats will be able to overcome them. In the meantime, Ukraine's ability to counter nocturnal attacks will, for the foreseeable future, mainly require sustained allied backing.
